Der Gleichstellung von Menschen mit Behinderungen muss in der schweizerischen Politik mehr Beachtung geschenkt werden! In unserem Land leben rund 1.7 Millionen Menschen mit Behinderungen oder Leistungseinschränkungen. Seit 23 Jahren gibt es in unserer Verfassung ein Verbot der Diskriminierung aufgrund von Behinderung. Die Schweiz hat seit 20 Jahren ein Behindertengleichstellungsgesetz und vor zehn Jahren die UNO-Behindertenrechtskonvention ratifiziert. Trotzdem haben Menschen mit Behinderungen nach wie vor nicht den gleichen Zugang zum gesellschaftlichen Leben wie nichtbehinderte Menschen: Viele Menschen mit Behinderungen sind gezwungen, in Institutionen zu leben. Menschen mit Behinderungen werden in vielen Bereichen ausgeschlossen. Dies betrifft beispielsweise Wohnen, Bildung, ÖV, Kultur, Dienstleistungen und Bauten. Die Ausübung einer beruflichen oder politischen Tätigkeit ist für viele Menschen mit Behinderungen erschwert.
Unser Land muss inklusiver werden. Aus diesem Grund wurde vor drei Jahren die sogenannte Inklusionsinitiative ergriffen. Am 5. September 2024 wurde sie nun mit rund 108’000 Unterschriften bei der Bundeskanzlei eingereicht. Damit erfolgte ein starkes Signal an den Bundesrat und die eidgenössischen Räte. Die Gleichberechtigung und Selbstbestimmung von Menschen mit Behinderungen muss ernst genommen werden. Inklusion bedeutet, dass die Gesellschaft Strukturen schafft, die es jedem Menschen – mit und ohne Behinderungen – ermöglichen, ein wertvoller Teil der Gesellschaft zu sein. Heute müssen sich Menschen mit Behinderungen an die gegebenen Strukturen und Normen anpassen, was in vielen Bereichen diskriminierend ist.
Wieso braucht es die Inklusionsinitiative?
Die Gleichstellung von Menschen mit Behinderungen muss in der Bundesverfassung verankert werden – wie das Diskriminierungsverbot. Die Inklusionsinitiative setzt die Politik unter Druck, damit das Parlament und der Bundesrat vorwärts machen und die Schweiz ihre Verpflichtungen erfüllt. Die tatsächliche Gleichstellung von Menschen mit Behinderungen muss Priorität werden. Mit der Inklusionsinitiative sollen Menschen mit Behinderungen die personellen und technischen Ressourcen erhalten, um sich mittels Assistenz vollumfänglich und selbstbestimmt in Gesellschaft, Politik, Wirtschaft und Kultur einzubringen und ihr oft unterschätztes Potenzial entfalten zu können. Die Initiative macht den Weg frei für einen Paradigmenwechsel: Alle sollen an der Gesellschaft teilhaben können, frei von Diskriminierung. Die Eckpunkte der Initiative lassen sich wie folgt beschreiben: Der Gesetzgeber erhält den Auftrag, die rechtliche und tatsächliche Gleichstellung von Menschen mit Behinderungen in allen Lebensbereichen sicherzustellen. Menschen mit Behinderungen erhalten Anspruch auf alle Anpassungs- und Unterstützungsmassnahmen, die für die Gleichstellung nötig und verhältnismässig sind. Ausdrücklich aufgeführt sind die Ansprüche auf personelle und technische Assistenz sowie die freie Wahl der Wohnform und des Wohnorts. Das erfreuliche Zustandekommen der Inklusionsinitiative setzt nun einen interessanten politischen Prozess in Gang. Und am Schluss wird die Bevölkerung das letzte Wort haben.
Mit den Behindertenrechte-Gesetzen in den Kantonen Basel-Stadt und Basel-Landschaft, welche in den letzten zwei Jahren in Kraft gesetzt wurden, hat unsere Region übrigens eine edle Vorreiterrolle übernommen. Hier geniesst die Gleichstellung von Menschen mit Behinderungen bereits Priorität.
