Die wachsende Carbon-Blase, auf der unsere Zivilisation, ihre Wirtschaft und unsere Städte seit 200 Jahren schweben, stellt eine der massivsten, radikalsten und abruptesten Störungen in der bekannten Geschichte dieses Planeten dar. Der European Green Deal (EGD) reagiert jedoch viel zu wenig auf die Tatsache, dass ohne massive konzertierte Aktionen diese Blase eine existenzielle Unausweichlichkeit hat. Die im EGD vorgeschlagenen Massnahmen müssen verschärft und umgedacht werden, um über den Deal hinauszugehen – in dem Bewusstsein, dass es nicht darum geht, noch ein letztes schwaches Win-win zu schaffen, sondern den ganz grossen Verlust zu vermeiden. Vor allem in den Städten kann und muss diese Agenda der NKG – der negativen Kohlenstoffgesellschaft – konkret, spezifisch und greifbar werden.
Nur eine auf erneuerbaren Energien basierende, die atmosphärischen Kohlenstoffkonzentration senkende europäische Wirtschaft kann die Grundlage für die städtische regenerative Gesellschaft bieten, die dringend geschaffen werden muss. Eine rechnerische Neutralisierung – der falsche Traum der Netto-Null – reicht nicht aus. Nur durch die a) Elimination der Ausstösse und b) Umkehrung des Flusses von Treibhausgasemissionen aus dem Baugewerbe, dem Bauwesen – Zement und andere Materialien – und der Nahrungsmittelproduktion (Landwirtschaft) sowie dem Verbrauch können wir beginnen, die Richtung des Emissionsvektors zu korrigieren – mit anderen Worten, ihn umzukehren.
Da Städte und ihre politischen Institutionen bei diesem Wandel eine wichtige Rolle spielen, müssen sie bei ihren Bemühungen, dieser grossen Katastrophe zu begegnen, mehr Wissen sowie technische und finanzielle Unterstützung erhalten. Die lokale, nationale und globale Verbreitung der Prinzipien, die den dokumentierten Initiativen zugrunde liegen, ist längst kritisch geworden – ohne dass die derzeitigen politischen, regulatorischen und marktwirtschaftlichen Rahmenbedingungen ausreichend angepasst worden wären.
Die Förderung der biologischen Vielfalt ist nun im Grunde eine Kernaufgabe der Stadt- und Regionalplanung. Die europäischen Städte und städtischen Gemeinden sind gefordert, ökologisch verantwortungsvollere und bewusstere Lebensstilentscheidungen und Konsummuster zu fördern, einschliesslich integrierter städtischer und stadtnaher ökologischer und kohlenstoffnegativer landwirtschaftlicher Versorgungssysteme.
Entscheidend ist auch, dass Wege zur Regeneration und Nachrüstung bestehender Stadtteile und ihres Gebäudebestands gefunden werden, die zu einer Überschussproduktion an erneuerbaren Energien und gleichzeitigen negativen Kohlenstoffflüssen führen. Zu den weiteren vorrangigen politischen Zielen gehören Investitionen in die Umstellung der Land- und Forstwirtschaft auf regenerative Energien, die Kohlenstoffbindung in Gebäuden und in der Industrie sowie der rasche Ausstieg aus Kohle, Erdgas und Erdöl.
Die europäischen Direktiven zur Kreislaufwirtschaft schaffen eine gute Ausgangsposition, um Grundlage und Motor einer kohlenstoffnegativen Wirtschaft zu werden. Im Moment ist sie noch ein schwaches und wenig angewandtes Führungsinstrument: Nur ein winziger Teil des Ressourcenstroms in der EU wird wiederverwendet oder recycelt. Die Prozesse der Kreislaufwirtschaft müssen jedoch in einer Weise gestärkt werden, die sicherstellt, dass die Prozesse in der Landwirtschaft, im Bauwesen, in der Strasseninfrastruktur, im Energiesektor und in der Industrie zu Kohlenstoffspeichern werden, und zwar zum Teil in Form nachhaltiger Holznutzung oder anderen aus der Atmosphäre gewonnenen kohlenstoffreichen Materialien wie aus Algen gewonnenen Kohlenstofffasern. Gleichzeitig müssen grundsätzlich fehlerhafte Technologien wie Kernkraft, Erdgas als «Übergangsenergie», «saubere Kohle» und Kohlenstoffabscheidung und -speicherung (CCS) – eine nicht nur kostspielige, sondern auch beunruhigende und unpraktische Technologie – mit Nachdruck vermieden werden.
